Damage that is considered minor wear and tear from normal use is usually fine. However, significant damage can prevent you from traveling at the airport, or renewing your passport by mail.
Significant damage includes tears, water damage, animal bite marks, excessive soiling and unofficial marks (like doodles or stickers), especially on the book cover or the page displaying personal data and photo. You may incur additional costs if you attempt to travel with it, or renew it by mail. Instead, apply for a new one as soon as possible.
A new application will require presenting the appropriate forms and documentation in person at a local acceptance facility and either mailing the application for standard processing, or delivering it to an expediter for rush service.
