Anyone who received their passport while under the age of 16 will need to apply for a new passport once the original passport expires. There is a logical reason for this. Minor grow very quickly. This means their appearance can change quite a lot in 5 years, making it tough for customs officers to verify the identify of the passport holder.
The Department of State also has a mandate to protect children from being taken abroad unlawfully. The new passport application helps to double check custody, name changes and parental permission.
For this reasons, minors are not able to simply renew passports like adults.
