Why can’t I use the passport card to fly to Canada and Mexico?

The U.S. passport card is not considered a "globally interoperable travel document." It was designed specifically for the needs of border residents who make frequent land and sea crossings. Some even commute for work on a daily or weekly basis. The passport book is the only travel document that is acceptable for international air travel.
