Cost and convenience are the main reasons, but a passport card has it’s limitations.
Passport cards and books require the same application process, but they do differ in a few important ways:
Passport Cards are Convenient for Frequent Travelers
Rather than carting around a passport book and wearing it out, a card fits in your wallet and is more durable. Travelers who routinely visit Canada or Mexico by car or boat can appreciate it's convenience.
Passport Cards are Less Expensive
First time adult and child passport books cost $110 and $80 respectively, while adult and child cards cost just $55 and $40.
Adding an adult card to a book application costs just $30, while adding a child card to a book application is $15.
Adult card renewals alone also cost $30.
Passport Cards are Limited
Travelers cannot board international flights with passport cards. Period. Don't even try to fly to Mexico or Canada with one. It won't happen.
